Individually no, looks like clothes are in sets neck down, like in Fallout 3/NV

As far as how many lady outfits there are, cant tell really since the games not out.

As far as normal/non-armor clothing...no clue. But Fallout 4 has a new layered armor system so it isn't just one piece you equip and a helmet and that's it, they're separate pieces now. Probably more like Skyrim, maybe a bit of the Morrowind thing going on too...that's to be determined.

Hmmm, I forget, does the armor pieces include boots? If so perhaps shoes are separate, because we know that armor goes over clothing outfits (such as vault suit), and it would be strange to put on boots over, say, stilettos.

Well there are leg slots, but we seen no indication of boots on the armour layer. If there are we can assume that the character kicks of the stilettos and wears the boots X3

Yeah, I looked again and like you said, leg slots. Shoes and boots appear to be a part of the outfit, so for instance it looks like if you wear the red dress, you will have your armor start at the shin, right above your stylish high heels, lol. Same would go for any outfit, I assume.

O.o Stilettos in the wasteland? How impractical! You'd be restricted to walking speed and couldn't carry much loot or risk breaking your heels. You'd have to be mindful of your walking surface. Walking on uneven ground would slow you further and if you still want to wear heels on semi-soft ground (like grass) you'd need to find a pair of wedges... but then you risk your shoes looking terrible with the rest of your outfit !! *Gasp* .. Decisions !! lol :P

We saw the (male) player character wearing a dress, so it's safe to say we can find dresses at least, and it implies clothes no longer magically change to fit your gender.

But the payoff when you march to the top level of a rubble-strewn raider outpost with your stilettos, your going-out dress, and a gatling laser... I'd love to see the looks on their faces (before melting those faces).

I didn't want this before, but I want it now.

I am guessing there will be tons of clothing. In the opening sequence, NPCs were wearing all kinds of clothing. There also seem to be many variations of each piece of clothing. All of that will certainly be available - either you can find it or you can use the console to get it :D

It would have been nice though if they had at least used Skyrim's clothing system though..
I just hope they dont use tiptoeing blockfeet again!!!
