So I was wondering, I don't know if they've released any info on this, are you able to level S.P.E.C.I.A.L. after character creation? I don't really wanna mess it up when the game comes out so, I was curious if there are some Do's and Don'ts when allotting points to it.

Yep, you can spend perk points to raise ya special.

it is confirmed that everytime you lvl up you can chose to take eather a perk or a stat. In adition that that there will ofocurse be bubleheads as welll(assuming one per stat), also there might be implants as well that will offer permanent stat increases(or varus other bonuses)-havent seen any oficial confirmation for the implants but they were avilable in previus games so i wud say its safe to assume this one will have them as well.
