I like that ghouls and filthy [censored] cylons can get there limbs blown off but I HIGHLY doubt that humans or living creatures can have entire limbs blown off and continue assualting us. Just imagine the amount of shock a person would go through having a limb blown off?! And then there's the blood loss.
Imagine how off that would look fighting a raider who's arm you just shot off shooting at you like nothing happened. I think limb dismemberment for humans and living creatures will be like fallout three happen upon death.....seeing my characters limbs flying away in a death scene was pretty funny.

maybe if were lucky it will be rank 3 of the lady killer ect perk (forget the name of the other way around) cus i cant imagine what else the third rank would do.. i mean one for opposite six one for same six and then? I mean gunslinger perk allows targeting of the enemies weapon (as long as your holding a pistol)

Think it was black widow for female, but I am not sure just recall old Fallout 1 and 2 games that enemy drops to the floor in agony you blew his nuts into another county or something like that, was freaking awesome you could even choose that.
