I don't think it goes over 10,like previous game it maxes at 10.
I'm guessing you got this from orcz...I would suggest just a bit of caution with trusting what that site says - at least for the description.

I'm thinking it's like a temporary boost for health only for endurance kinda like an RPG spell called "AID" in the forgotten realms game.
I've always thought you should be able to boost over 10. I mean, I don't think you should be able to permanently raise a stat above 10. But just like in F1 and F2, chems and armor can boost you over the limit.
You could exploit the vending machines in the Sierra Madre to permanently boost your AGI over 10. It got crazy if you were greedy.
I've seen the info that this was generated off of. If it was a fake it was a good one. I would say there is a hard cap on what the player can achieve via ranking and a soft cap for equipment and perk based statistics with possible diminishing returns.... or as others have said: "Bethesda screwed the pooch". I doubt they did that though.
The truth is out there. Can't really post links here man. Just be careful. There are some nastier story spoilers out there as well.
Maybe the +2 just come in handy if your END drops below 10 for some reason (like radiation poisoning, etc.)
