yeah man they are confirm, u can see it on the E3 show during the crafting presentation he make a displayer for it and 4 bobble heads are put there.

It is just a matter of what they do. Since skills are no longer in the game, then it is possible that each skill bobblehead gives a unique perk. So the Barter Bobblehead gives a perk similar to Cap Collector not a level in the Cap Collector perk. Of course, there is always the possibility that they are just decorations like snowglobes in New Vegas.

Yep, they're in, but what isn't confirmed is what they do - they could just be collectibles is all, or they could give permanent stat increases to special or skill perks, like how Fallout 3's special bobbeheads gave a permanent +1 to that special stat.
