Choosing Perks for levels when wearing certain clothing : Fallout 4

I been wondering if you get to choose perks for S.P.E.C.I.A.L levels you reach when wearing certain clothing and if they remain when you remove said clothing/put it back on?

Temporary stat increases comming from clothing,armor,use of drugs, even some perks that give you certain stat incsrease under certain condition do not count to base stat values which are the ones that determine which perks you can take.
