Are random crits outside of Vats confirmed in or out from all the new videos being posted?

Did you guys see it being done in those vids.

Critical hits are in, but they are no longer a random proc but rather a bar that fills up and the speed is affected by luck and luck perks. When the bar is full, the critical hit can be activated in at least V.A.T.S., not sure about outside of V.A.T.S. yet.

I'm almost certain crits can happen outside of vats i think there's an example in the game-play exploration video released by bethesda.
