I'm brand new to PC gaming and still don't know all the kinks. But what im scared of is I went to the website "can I run it" and it told me I needed an upgrade to run fallout 4 at the reccomended settings?! The PC I built was from a YT video called "Best gaming PC 1080p/60fps" he even mentioned how this would run fallout 4 and many other games at high settings! So im confused and worried. My specs are
8gb ram
MD Radeon ™ R9 390 Series
Intel® Core™ i5-6600K CPU @ 3.50GHz

You are fine to run it at much higher quality than X-box can produce so stick to the PC.
And btw dunno what can i run it page did you use but your specs are higher than recomended,

You should be able to play it on very High Settings.

Its just most people say the majority of AAA games are omptimized for consoles while for PC is "tough [censored]"?

I really hope so! I spent so much money just to play it on the pc platform and it would be dissapointing
