Xbox one download size different

I digital preloaded fallout 4, it finally installed and took ages, but the file is only 25.7GB and the Xbox store say the game file size is 28.12GB, so anyone now why there's a 2.5GB difference ?

I thought that as well but 2.5GB seems a lot for a activation ?

My Xbox 1 is at 28.1 Gigs at this moment. Maybe it is different file size based on region due to language
