I live in Australia and was wondering if you all know if fallout 4 will be unlocked on steam when it comes out here or when it comes out in the US?

Should be Nov 10 at 12:01am your time (unless Australia is grouped with the Asia release on November 11). What time does your Steam store page tell you?
