I'm on PC using a 360 controller, I think I remember the game saying to use X in VATS, but even with my full critical bar I don't seem to be able to use it.

You have to queue up and activate your shots first. Then WHILE your character is firing, press X (or spacebar on PC). The current shot being fired will be a critical hit.
