For the last few hours I tried everything to understand how this works. I'm probably missing something simple but a google search didn't help in finding an answer.

How do you use the stored crit?

You now have a critical bar that fills up an lets you pick what attack is a critical hit in v.a.t.s, so that perk lets you stock one or two up to use whenever you feel like it.
