Strange Graphical Glitch... 70-90FPS With Stutter?

I have a youtube recording showing the exact graphical issue. Since I can't post video links you'll have to attach the text below after youtube to see.

I was getting a weird situation where the game would skip or stutter or something... like frameloss. My audio is totally fine. I turned VSync off and turned every graphic option off with video setting to low and it's still happening.

I have a GTX 780 TI fully patched to latest driver.

STRANGEST THING:

This just started happening. I'm level 45 and never ran into this issue. I can restart my computer and it still happens.

Please help!

It starts right after i click out of the initial opening video. AKA it's happening in the intro loop scene with the power armor where I have the options to select a new game / continue.

Just tried borderless / windowed mode and it's still happening.

.... It just randomly started working again. Wtf?

Turned up the graphics to max again and it's running fine.

Something in the background is eating CPU cycles and/or System Memory, is my guess.

Do you have lots of game save files, try to cut and paste them out from the save game folder and to the desktop and then start the game too see if it still happens. Try revalidating all the steam files. Check out other threads to see if it's the 64Hz Bug.
