I want to learn french and if the npcs would speak it and the subtitles were also in french my work would be a lot easier. Is there a mod for that? Or do I have to install the game again?

Right click Skyrim in your Steam library, open Properties -> Language. Switch to French, it will download some additional files and you'll be good to go.
