Settlement Barter Bug : Fallout 4

I wanted to share another bug that has been annoying me for a long time. For some reason, my settlement stores have 0 money and inventory. In addition, I have 0 inventory whenever the barter option is opened.

Please advise how to fix this!

This happens if you try to trade between the hours normally scheduled for bartering, such as 8AM to whatever time they close. Sometimes quicksaving and reloading fixes little glitches like this too along with glitches like not being able to move your garden plants around, or the pipboy suddenly not showing up or being invsible when opening it up.
