I have been experiencing a problem on Fallout 4 when my brother gets on his profile to play he cant download data for Fallout 4 it will go to 99% and then stay there and will not move. I have the same issue when i try to load onto his Xbox One. Can anyone please help me.

It's a lot of data, the meter isn't accurate.

It takes about 20 minutes to sync when I go to a different room, unless I clean up saves. The game saves every 5 to 10 minutes and doesn't clean it out automatically. The download is absurdly slow from the cloud though.
