I have completed all of the DIA cache missions and essentially everything else pertaining to the railroad. When I go to the railroad, Drummer Boy tells me that Tinker Tom wants to talk to me about a DIA cache but he only has an option to view supplies. His inventory doesn't include any of the new items and he doesn't mention the cache. Ballistic weave isn't unlocked for me at armor workbenches either. I have read in other places that a small percentage of people are having this same issue.

Given the nature of the upgrade... it's pretty game breaking. I'm curious to know if anyone else here is experiencing this issue. I would also like to know if there is any focus on this bug for upcoming patches or if a patch will even fix it for a current play through.
