Ok I'm working on my second character, and in this playthrough I want to make a settlement at Nordhagen Beach. But here's the problem, I cannot get the quest to help the settlers there. Preston keeps giving me repeat quests for the same settlements. This is taking forever and it would be so lame to just shoot everyone there to clear the settlement, i shouldn't have to do that. Its forcing me to explore places I don't want to explore yet, bouncing all over the map. Why couldn't settlements just have a quest ready the first time you show up. This is ridiculous.

He's started to send me to repeat settlements also. I don't think I got as far as Nordhagan.
