So if you want to unlock a specific settlement workshop without obviously going there and shootin up the place to take it over, how would you do that without going through countless radiant quests, often times the same exact ones, that take you everywhere but that settlement location you are trying to unlock?

I'm on my second character and I wanted to start off by building at Nordhagen Beach, yet I cannot get that quest to help the settlers there.
