Provisioners problem and funny settlement quests issue

Hope someone can help.

Provisioners

OK so I had this idea early on of fanning out all my Provisioners from The Castle to keep things simple. What I didn't realise was that they counted towards you total people count, so now I have no settlers left to do stuff like crops or assign to the howitzer for the Old Guns quest. So is there any way to change a Provisioner back to a Settler? I can't see it. I tried assigning one to a howitzer and managed to get past that part of the quest, but what I'd really like to do is just have one Settler from each settlement as a Provisioner and reset all my Provisioners from The Castle back to Settlers, otherwise I can't grow crops or man defences.

Settlement Quests

You know the ones: " We've some Raiders/Ghouls/Super Mutants hassling us, can you sort them out because we're too lame to". Anyway it turns out the settler I assigned from Sanctuary to provide Supply Lines is the person who keeps asking for these quests. I now have a scenario where to get the quest I have to chase her across the wasteland. When I see her marker on the map I fast travel there, but by the time I get there she's moved on again and I'm constantly playing catch up! Eventually I can usually get her (often hanging about The Castle for a little while luckily), but then once I have completed the quest, yep you guessed it, I have to chase her again to report I have killed the 'whatever' and receive the XP. I'm sure this is a little oversight on Bethesda's part.

I had a similar problem with Provisioners. My resources where no longer being shared, and the only way to fix it was to assign a new Provisioner. So I had to take him out back and put him down (literally), then assigned a new settler to the supply line and it fixed the problem.

Okay I had the same, what I did was decide to track all provisioners down (wait at the settlement they were send too) and then when they walk into the green area of the settlement I "move" them with button R to the actual settlement they are walking from. Then make them provide for the "mother" settlement they originated from and voila. This way all small villages send stuff to a central hub ;D if you make a couple of hubs you can then simple use a settler from 1 hub to send it to the other. And you will NEVER run out of settlers in your actual farms.

Also I gave provisioners gear according from where they are xD

The settlement quest thing is a stupid bug I assume. But yeah when you complete the Q to turn it in.. you should have a maptracker on it from the Q

To be honest I've lost track of who's who in my Provisioners and I like the idea of killing them all and starting again. Any downside to this gameplay-wise? I guess Codswotrth won't like that. ;) Also do you then get new settlers coming to your settlement (I have beacons) to replace the ones you killed?
