I have setters assigned to shops and am there during "working hours". Why aren't my settlers working?
Hopefully Bethesda addresses the clearly rushed, or underprepared, settlements.

Your settlers only get paid to work about 30 hours a week, but the thing is I pocketed their caps while you weren't looking...
I'd like to stop them leaving their posts to go and bang relentlessly on the Sanctuary house (without ever fixing anything I might add).
Now that I've restarted my fort build there I've actually blocked it all off. Nobody should be able to get in or near it yet they still somehow manage to shirk their duties to just go banging hammers. Grrrr.
I had Sheffield appointed to junk collecting at Sanctuary, as he's dressed for it, and it's a good warby job as being a boozer he'd know all the good hiding spots...got hit by a Gunners raid, and now he's permanently wandering around Sanctuary with a great long board with nails in it...still trying to get him to do something else with not much luck. I'm tempted to make him gate guard.
