Settlement limit reset?

Has anyone experienced a reset on the limit bar in any of their settlements?

I was building on the Nordhagen Beach settlement and had almost filled the limit bar. Then a few days later when back at that settlement that the bar had gone way down near the bottom. Even later on... it was empty! Everything I built is still there though and it seems I can just keep building and building. This hasn't happened to me on any other settlement though I wish it would at Warwick Homestead. That place is awesome but you don't get much of the limit bar left over to use up :(

Go to the settlement with a whole bunch of guns and armor in your inventory.

Drop the items from your inventory onto the ground. Now enter workshop mode. Scrap the items you tossed onto the floor while in workshop mode, see how the build bar gets more space? Enjoy.

I thought you didn't have to scrap the items you dropped? you can simply store them in the workshop then rinse and repeat.

I've used that tip half a dozen times, so I can keep adding more and more to Sanctuary.

Unfortunately the game now gets a little unstable if I linger in Sanctuary for too long, and occasionally crashes - I assume because of the sheer amount of stuff I've got all over the place.
