An ex BOS scribe was encountered, this is post epilogue (Railroad ending), Ive been able to recruit him and sent to a settlement to set up shop. He's also from the citadel in F3

I'm 150+ hrs in on 1 char, game is still surprising me

Hope you assigned him to Armor emporium cuz he brings it to tier 4 giving u special items for sale.(hes one of the special vendor that upgrade you tier 3 shops to tier 4 when assigned to correct one ofcourse)

I hope to, sent him to a settlement but he hasn't shown up yet.

This happened to me but with Doc Anderson. I sent her to Sanctuary Hills after finding her outside of Concord. She never showed up, the population when +1 after I recruited her and then -1 soon after.

I've seen some people report that when this happens, the merchant disappears from the game entirely.
