First they'll release the GECK, or Creation Kit. That is slated for sometime "early in 2016". Some time after that, mods will be enabled for consoles. DLC should follow. For reference, the first piece of DLC for Fallout 3 (Operation Anchorage) was released 3 months after the game came out. If the same holds true for Fallout 4, we should see some kind of DLC in February.

Don't worry about it too much. There's still plenty of wasteland, and it's only been a couple weeks.

Dawnguard came out 9 months after Skyrim was released, so the Fo4 DLC may come in Summer 2016.

they won't release DLC/SeasonPass until the Geck comes out. They won't release the Geck until they've squashed most of the major bugs (or else they'll be fighting vanilla bugs, bad mods and DLC bugs).

Geck is supposed to come out February time, if all goes according to timetable (which never happens). Don't expect to see the first DLC until around then

Skyrim suffered from PS4 issues (delayed PS4 release and having to fix all the unstable stuff that came with it), not to mention Skyrim was terribly rushed to release.

In comparison, FO4 is the most stable release yet and it wasn't rushed (though some stuff still didn't make it in). So I really wouldn't compare it to Skyrim.

They don't want us players waiting for long. These days they know attention fade fast. The big thing first is the Mod Kit. That's keep the game alive on a lot of machines for a while I suspect March for the first DLC.
