When i start the game in windowed mode I can hear the main menu music playing but the screen is black. The game crashes in fullscreen mode but in windowed mode does not crash. Sometimes I can hear the intro scene audio but screen remains black. Most times just hear the ambient menu music and if i hit enter can hear something being selected in the menu.

Have treid all sorts of ini file settings. Have tried with and without the beta update. Have tried all compatability modes. Have manually set the GPU options to force the game to use the GPU but I get the feeling it still isnt using it and that is why the screen is black. I've tried opening the game with specified GPU but get an error message saying I dont have permission even when launching as admin. Have also played with diffrent power settings on the laptop.

Been trying all day and totally out of ideas now Please offer suggestions if you have any.

I suggest you try a search

What does your event viewer say. Start menu textbox type event viewer.

CHeck windows logs and look at app and sys logs. Clear them and recreate the problem if you have to.

See if that comes up with anything.

You can look for your GPU at Fallout4prefs.ini files

at folders: \Documents\My Games\Fallout4 and Steam\SteamApps\common\Fallout 4\Fallout4

It's under the [Display] section. You should see something similar to the below:
