For some reason I can only get FO4 to launch in windowed mode, trying to launch in full screen gets a black screen that flashes on and off a couple of times then it puts up a "Program Not Responding". I'm on a Windows 8.1, don't have any mods, and was able to play fine when I had windows 10 (I had to reset to factory when my D partition corrupted).

The FAQ fixes didn't work, anyone know something that will?
