First off yes I have the perks necessary to build stores. Yes have the necessary resources. Yes I have the needed caps. No my settlement has not maxed out in size.
I have tried a hard reset of the console also.
I have built three stores total up to this point two are in sanctuary hills and the other in starlight drive in. They are all level one stores nothing fancy built early on just because I was excited to be able to do so. Recently after deciding some of my other settlements could benefit from having these amenities I discovered that I am currently unable to build any. As stated above all requirements are fulfilled but the option to build is not present just the exit option. This is the case at every settlement I have tried and for every store type. All other build categories seem to be functioning fine only stores seems affected by the issue.
