Game will not run effectively

The game just studders even low settings

specs:

OS: Windows 10 pro

Processor: AMD FX-9590 4.7 ghz 8 core

MB: M5A99FX Pro R2.0

Memory: 16 GB 1866

GPU: ASUS R9 380 4GB

Steam version 1.2.xxx

Caveat, i am using a slightly older mechanical hard drive. Also attempting to play on my 50" Hisense Smart 4k at 1080P

The game launches and detects for Ultra High

Attempting to run the game on UH or High and the game can barely respond, on Low or Med it studders badly and is not playable. Guessing 4-5 FPS

any one got any ideas, I can paste my DXDIAG if needed.

Side note, I can play the game on my laptop which is weaker, it has AMD 1.9 quad core, with R6 graphics and 12 GB RAM...but it plays at like 30 FPS on low......how is this even possible? WTH Bethesda it should not be this hard to get a game to run across different platforms, shame on you. Please help.

One other note, I am running it windowed and borderless and all of my drivers are all the way up to date.

Try setting the Shadow distance to Medium and the god rays to low. Those two settings are quite intensive processes.

Try playing in Full Screen if the Windowed mode is not helping with the Stutter. For some Windowed helps with Stutter and for some like me it adds the stutters.
