there is a way to expand settlements capacity to more than 20 settlers. If you accept the kidnapped quest, free the tied one, report back but not talk to Preston, after a while with the recruitment radio on, another settler come in in addition to the one that was kidnapped.

i would post a screenshot but i dont know yet how to do it.
