No menu options on start --- Incident: 151203-002823?

I am having the "No input on the main menu" bug (see link) that a lot of other people have experienced. None of the solutions present in the post below have worked for me. I have been able to play the game up until today.



The problem:

After launching the game there are no menu options, only a green box where the menu options should be. If I click through the default and 'Continue' my game there is no mouse input and the graphics are distorted.

Recent changes:

The only change that I know happened was the install of the Windows 1511 patch today.

Further:

I believe the problem is related to the ' game controller' being the default device on a PC. Which it should not be, it should be mouse and keyboard. Setting the bGamepadEnable=0 does not help.

See attached DxDiag.txt if necessary.

If you are going to post stuff here, make sure that you post links and report again. We don't have access to the original support tickets, as we aren't with CS. Yes I know, you cannot post full links. Either post partial links or PM links. Thank you.

Sorry I should have stated I do PC support and tried about several dozen things including all the generic (Tier 1) stuff such as update all drivers, reinstall, verify cache etc etc etc. And I can't post links as it states I am not allowed, probably due to creating this account today.

I am essentially asking for Tier 2 (Bethesda?) support of the "Incident" I submitted. Is there an online way to do this or do I have to call their support? I've already submitted a ticket and got a generic (sad face) response.
