Cannot launch Fallout 4 in Fullscreen Mode

Hi, I recently bought Fallout 4 on steam. When I try to launch the game in full screen mode, I get nothing but a black screen and my cursor changing into a typical windows hourglass. After a while, I get 'Fallout 4 has stopped working'. Searching on the internet for a solution, I have discovered that most people resolve this issue by running the game in windowed & borderless mode. However, my laptop (A Dell Precision M3800) cannot really handle this, and the game only barely runs in 1080 x 720 with low settings if I try to play windowed.

System specs:

Operating System: Windows 8.1 Pro 64-bit (6.3, Build 9600) (9600.winblue_ltsb.151121-0600)

Processor: Intel® Core™ i7-4702HQ CPU @ 2.20GHz (8 CPUs), ~2.2GHz

Memory: 16384MB RAM

GPU: NVIDIA Quadro K1100M (2048 MB)

Does anybody know of a solution to this problem?

It's a known problem with nvidia laptop users and windows 8.1.
The only solution for now (and forever since Bethesda doesn't care) is upgrading to wndindows 10.

This is actually bull sh*t. Windows 10 is literally garbage, I would sooner install OS-X on my PC.

10 is the best OS since 7. 8.1 was a mistake.

If you barely run at 1080 x 720 with low settings, how you do expect to run full screen at 3840x2160?
