Ive done all the rail road quest, all pams, all of toms. and i have not got the ballistic weave.

I got the institute weave but when i try to apply it to army fatigues it does not give me the option to mod it.

So something is bugged, Thanks for your time

What do you mean when you say you haven't got it? Do you mean you don't get the option to apply it in the Armor workstation?

Have you checked Tinker Tom's inventory? If he is selling stuff like Armored Grey Suit then you should be able to use it.

I'm having the same problem. I completed all the Railroad missions, but I can't buy armored clothing from Tinker Tom or make it at the crafting station. I can't use the institute weave either.

Also, Drummer Boy keeps on repeating that Tom wants to talk to me because he found something in the DIA cache, but every time I talk to Tom he only wants to sell me stuff.

I'm also at Armorer lvl 4.

The robot at goodneighbor also sells shipments of Ballistic Weave.
