Rules for Reviewing Mods?

Hey,

I want to start reviewing a few mods now that I've started installing a few, and I was wondering if there was an official page of rules for reviewing mods, as I couldn't seem to find one (I am talking about Planet Elder Scrolls, specifically, so sorry if I shouldn't be posting this here - I guess review guidelines apply to everywhere though, to some extent).

For instance, some classic examples of comments:

"The mod does what it says." Rated 10/10

Or, "I didn't like it." Rated 1/10

You get the idea - I want to know if these kind of ratings are legit, or if not, what makes a 10/10 mod?

These forums have a "constructive criticism only" rule, which makes that style of reviewing out of order here.

You may make a post criticizing a mod; but in so doing, you must offer advice or suggestions for fixing or improving the mod, and you must make your post in a tone that shows that this is your purpose for making the post.

It follows that posts for the purpose of rating mods on a scale are not constructive criticism and cannot be made on these forums.
