So I just started a new playthrough because I like to have one PC I can keep revisiting after the DLC comes out. That being said, I wanted the most possible xp as I travel through the wasteland. My starting SPECIALS were 3,4,1,8,6,1,5. I did this mainly for the Idiot Savant perk, but was a little wary of my INT being too high for it to proc enough. Well, after I finished the quest to save the Minutemen from Concord, I proc'd the perk for when I turned it in and went from Level 4 to 6.5 in a matter of seconds.

I started wearing luck-induced clothing to see if I can get it to proc more, but don't have any idea if it's working or not. Does anyone know if Luck can increase your chance to proc Idiot Savant besides having a lower intelligence? If this is the case, the Party Boy perk just became a lot more relevant for me.

Was also going to make my trip to Diamond City so I can start romancing Piper for her companion perk.

Any other thoughts to boost xp gain is much appreciated.

I'd like to know this too. It'd also make sense as an RP because extensive alcohol use is murder on the old noggin.

Luck doesn't increase it to my knowledge, but some double potency Dirty Wastelander will certainly do it for you. It's a craftable drink which drops intelligence by 2, or after party boy is taken, 4.

in my experience luck does matter it does affect trigger rate of idiot savant i dont dare too say if this is really proven my builds have mostly intelligence - 1 / luck around 12 or13 you can get legendary gear with a luck + 2 factor last character i had a steady luck + 15 Intell - 1
