All things being equal, yes. But, an easy to fix exploit that can be squashed with little cost in time or man-power by those familiar with that particular feature shouldn't be put on hold while other devs familiar with other aspects of the game track down and try to determine the cause of game breaking bugs in their own area of familiarity just to appease the delicate sensibilities of those who like to abuse exploits.
The game is built by a team, and not every member of the team works on every aspect of the game. Are the ones who work on systems that contain bugs you think are unimportant supposed to sit on their hands and wait for other devs to solve your problems for no better reason than to appear to have their 'priorities straight' to those who don't understand the nature of compartmentalized teamwork?
