As everybody knows bottlecaps are the main currency at West and East coast of the old-USA?

On the west coast, those caps are backed and regulated by the Hub so it gains an value (you can trade it for water if you want)

But on the east coast, there currently isn't lore local organization that backs those caps? So who or what gives them value or is there an organization and i svck in using google.

Or will bethesda do this later in a DLC or the next game
