How does the AI scale in fallout 4?

hi everyone.

i am level 17 now but i am still not sure how the enemies scale in the game.

i know that before the game came out there were talking about certain areas having high level enemies while other areas have low level enemies etc, which is more like static levels like in the witcher 3. however from what i've seen and from how games like Skyrim used to work is that enemies scale with you - so the more you level up the more high level enemies show up with better gear. you still get the low level enemies but more high level enemies too.

so which of these is true to FO4?

It works like Skyrim.

Areas have level minimums/maximums, and the enemies scale within those ranges.

Stuff in the city and along the coast is always of a higher level then that of the area around concord and the like, o if you go into the city at level 1, you will have a hard time, but stuff still scales up.

They are largely predetermined. You can meet lvl 61 at lvl 20 or before if you go into the right (or wrong depending on POV) place.

i dont think skyrim worked like that. i dont think that i skyrim i walked into an area that had enemies 30 levels above mine....


so how big is the min to max levels margin? are zones like level 10-15 or is it more like levels 10-35?
does anyone know?

p.s. - how can i tell the level of the enemy? the all have strange names that make it really hard to understand how tough they are....
