3 Dog was in DC.

He may still be there, or be dead.

Since the voice actor who plays 3 Dog confirmed he's not in the game, ya cant find him.

I seem to recall that the actor who voiced him teased reprising his role for FO4.

That was for a Youtube thing, I think. He more recently tweeted that he wasn't involved in recording anything for Fallout 4.

Its actually possible that he died since Fallout 4 is set 10 years after Fallout 3. I think he just stayed in DC and the signals dont reach Boston

There's a quest to fix that. He becomes one smooth operator when you finish it, though it may take a few in-game days to occur. Visit the Dugout inn and talk to thr guy at the bar once. Then a guard in diamond city will give you the misdion a little while later.

... Now, if you think he still svcks after that, well I can't help ya there!

Kinda?

I'd love to see 3 Dog added as a DLC. Maybe not as a full quest package, but as a simple addition of another radio station choice with additional music, it seems like it would be an easy win for Bethesda.
