Trouble Getting Oblivion to Run

Hello, i have recently been trying to re-install oblivion on my new computer because i wanted to start fresh to clear out some unwanted mods. To make a long story short, oblivion will not install correctly this time despite it having been installed without any problems previously. My computer is more than capable of running it, and i have downloaded the most recent graphics drivers i can find. For some reason though, whenever i press 'play oblivion' it crashes in the middle of the intro right before it even gets to the menu screen. There is never an error code provided, it just says that windows is looking for a solution. I have tried re-installing direct-x straight from the disk, i have downloaded new drivers, i have defrag'd my computer, everything i can imagine. If anyone has any idea what i can do to try to diagnose/fix the problem it would be greatly appreciated.

Documents\My Games\Oblivion\oblivion.INI

Delete that file. It contains the game's configuration settings, which it needs to reset if you are on a fresh re-install.

Well that is seriously the simplest solution imaginable, thank god i only put a couple hours into trying to figure it out before just checking the forum fml.
