I have about 25 of the settlements unlocked some have 21 but alot are stuck. Samctuary for example is at 17 abernathy farm at 11 and alot at 0. It seems when i unlock a new settlement i gain 1 or 2 in some areas but the total I have is nowhere near totalled to 20 in each. Anyone else having this problem?
