You decide to solve the "love" Problem between 2 guys and a woman. You tell one he shouldn't destroy the marriage between the others and you can only choose to kill that guy or hijack with him drug Dealers. Where is the freaky Connection and Charisma effect?

Seems like if you refuse to take the quest it plays out on it's own without your intervention.

I find DCB to be the sidequest with the most varying consequences. You can kill Cook. You can tell Pembroke to eff-off and help Cook with the deal. You can kill Nelson Latimer. You can let him go. If you let him go Marowski comes after you about his chem money. If you kill him Malcolm Latimer holds a grudge. You can convince Malcolm that Marowski was responsible for killing him and in turn he'll pay you to kill Marowski. Colette will ask if you know about what happened to Cook. You can shift the blame to Pembroke. So on and so forth.

I'm not going to complain about this quest.... AT ALL.
