when I bought the game I was expecting a lot of servers

There are just a few servers left, that's true, but I may presume, that you have some sort of filter enabled in your game's server browser, since there are more than two.
Overview your filter settings and refresh the list.

My crysis 3 multiplayer also has this problem.
the game works fine when I enter the multiplayer has no server to enter.

Look what I did.

> I took my router
> I turned off my firewall
> I updated the game
> I noticed the game
> So I made a silly video driver installed again.

Result no server to play the game I bought recently, so it may be some component of windows that is missing, I'll try to use my windows 7, windows may be incompatibility with 8.1.

I'll try to install windows 7, can be incompatible, or problem with STEAM client, or some program installed on the system, or noticed that other users had the same problem as me.
