So Im doing a playthrough as a female Orc assassin. And i decided to kill Nilsine on the DB quest "Mourning never comes".

I decided to do it by placing a potent poison in her pocket as she walked through the graveyard. She was being shadowed by Hillevi Cruel-Sea for some reason. So i destracted Hillevi by attempting to talk with her. And once Nilsine was out of eyesight i left Hillevi alone and slipped a Potent paralysis poison in her pocket. She fell immediately and was none the wiser it was me .

I hurried to catch up with nilsine before she got to her house and i snuck up and placed the potent poison. And she died .

NOW my issue is after i paralyzed The other woman and got no bounty , when nilsine died all guards were notified and i got a bounty...even though nobody was around and i was stealthed.

I tried this several ways but everytime i poison her its known. So i said to heck with it and killed Hillevi and offed Nilsin with dagger stealth kills. And got no bounty and nobody came running from the far reaches of town. Wth? Lol .

So why is it that placing poison isnt ok but slicing their throats is
