NPCs seem to be very problematic in the game. Specifically, those that deal with quests and/or settlements. As well as followers. I would like to use this thread to list all the NPCs I've had problems with so far.
FOR THOSE WHO WANT TO CONTRIBUTE:

NPC Name
Essential: [Always]/[Temporary]/[No] < NOTE, if becoming enemies of a faction makes them hostile!
Follower: [Yes]/[No] < Are they follower? NOTE, if temporary!
Quest: [Yes]/[No] < Are they involved in a quest?
Settlement: [Yes]/[No] < Can they be sent to a settlement?
Type: [Enemy]/[Merchant]/[Settler]/[Companion]/[Etc.] < Indicate what type of NPC they are BEFORE they are given a settlement job! Indicate where they are found and what faction they fall under.
Problem: Type what you think is wrong! Include quests, settlements, etc. Consider their behaviors; are they not doing what they're supposed to do? Are they not working properly? Are they nowhere to be found? ITALICIZE QUESTS!
Temporary fix: Include any temporary fixes, you might have encountered.

Deacon
Essential: Always (Until you become an enemy of the Railroad)
Follower: Yes
Quest: Yes
Settlement: Yes
Type: Companion (Old North Curch---The Railroad)
Problem: During the quest, Tradercraft, if you run past the room with the vault and inaccessible terminal; Deacon will just stand there (Asking for you to power the elevator).
Temporary fix: Reloading a previous save.
Cait
Essential: Always
Follower: Yes
Quest: Yes
Settlement: Yes
Type: Companion (Combat Zone---Raider Territory)
Problem: During and after Benign Intervention. When you get to Vault 95, you will notice Cait collapsing. When entering the treatment room, Kait will get in the chair but may "fall" out of it; interrupting the cleansing sequence. Even after the quest, she will continue to collapse.
Temporary fix:
- For quest: She eventually stays in the chair, or you can reload an earlier save.
- For post-quest: It doesn't happen as often (Unfortunately, we have to deal with it).
Mama Murphy
Essential: Always
Follower: No
Quest: Yes
Settlement: Yes
Type: Settler (Concord---Minutemen)
Problem: After completing the unmarked quest, Mama Murphy's Chair, and making her quit chems; Mama Murphy does nothing but sit in that chair. You can't make her do any work at all.
Temporary fix: None.
