if you fast travel and go into diamond city and turn left, you'll see the sign to the mayor. Head up that ramp, past the first sign and then go left instead of going towards the second sign and find the bar. When you enter it you should see a married couple arguing.

Once they've argued walk around diamond city a bit and the husband will approach you. That quest will end in a drug making facility where all the chem makers are wearing those rad suits.
