I feel dumb playing Fallout on PS4 "mods pc"

PC Master Race.

Those that say PC gaming die out have no idea what they're talking about.

Mobile phone - good for entertaining people on the go, make phone calls, etc.

PC - good for entertaining people at home, do work on, watch movies with huge screen/VR/projector, plus many other functions. And lets not forget about modding games, cheating using CheatEngine, etc...

Console - ....... Cheap. That's all.

It is an insane amount of work and I do not think that it is wise for Bethesda to vet through mods. Even if Bethesda has the best coding practices, the best coders, etc, platform specific APIs and platform specific quirks will have to be addressed and it'd just bog down the whole development on future games because the smartest (or most competent coding-wise) would have to be used to solve difficult problems for both the game and GECK.

Then, there's the moderating part. It's an insane amount of work that takes away man hours that could be used on future games. Every version of every mod needs to be vetted to prevent modders from putting in malicious code (personally, I'm not sure about the esm/esp modding part but I am guessing that might be a possibility), or copyrighted work (much more important because Bethesda/MS might be sued), or some "undesirable" content (kill children, nvde mods, etc) after the first vetting.

The man hours (money) put into this could be used to make another game, DLCs, or get some writers to do better writing.

For over two decades people have been sayingg PC will die. For a dead platform PC seems to be very alive.

But indeed, Steam and digital distribution in general are the reasons why PC is so strong today.

I hardly ever mod my game to add content so to that end what you describe about the game having lot of stuff to find even without modding is not an issue for me to not use mods. However the mods I do have tend to be the "no-" variety, something I just noticed today when adding the "no defense quests" to my game. I already have "no loading screen spoilers", "no spoiler quest animations" and consider getting the one that fixes the headshot perk. Do these mods break my first playthrough, I don't think so, they just tune the game to more bearable.

except we are aware of Microsoft and Sonys stance on advlt content on their systems.. so no, we know mods that contain advlt content will not be permitted on consoles

Also anything that can have any trademark issues is propably out as well. No ironman armor etc.

Dont expect to much from console modding or youll end up dissapointed, there is simply to many restrictions from hardware limitations(for graphics overhauls,advanced effects etc... i mean look at Skyrim for example if i use full loadout of the best enhancments mods it looks better than most games released in the last year or two), no script extenderds(limits what you can do modding wise), MS/Sony policies(no adoult content, no questionable content at all), to their approval policies basicly they will need to vet/approve any mod that goes to consoles(and that is a long process which can be anoying with the patches now try to apply that to 1000s of mods with a lot of them chaning daily-getting updates/fixes etc...)

You just have to be realisitcal about it, there will be some mod support for consoles but dont expect anything close to what you can have on a high end PC, its just the way it is for many different reasons
