Gunners and children of atom , are shooting you at sight or its just me?

They both shoot at me on sight. I remember finding a Gunner near the Drumlin Diner once who I think offered to sell me weapons, but I've never found them again.

Yeah, the random Gunners you can encounter are just better equipped Raiders who attack on sight.

I have seen two or three gunners who were on a job as guards for a merchant that weren't automatically hostile. all of the others are though.

Yeah it's weird that the Gunners are automatically hostile to you for no clear reason. They're mercs sure, and lowlives, but shooting every random passing stranger doesn't seem like a good way to drum up business. Woulda also have made an interesting side faction to do quests for.
