So one of my settlement was attacked by rad scorpions and each resident kept repeating the speech first it locked me out from doing anything next I tried sleeping and fast traveling to that settlement now I can talk to them and it won't sort of lock me from do anything but everyone keeps repeating dialogue anyone know how to bypass this?

Had this happen to a settlement of mine. I could't trade or barter with anyone. I left for a few in-game days and when I returned it was back to normal.

prid the NPC and openactorcontainer 1 to be able to access his / her inventory. You don't get any more interaction from them anyway. Otherwise what it has been said: leave the location and come back after a few days.

I am playing on the console I wish they would open console users to the console command center since we are getting mods soon
