For some reason I have been limited to one shot while in VATS. It doesn't matter which weapon I use, or how many AP I have (full usually), I can only queue 1 shot at a time. When I try to line up a second it acts like I've expended all my AP.

This has been happening since lvl15 and I'm lvl33 now. I even went nvde with a normal pipe pistol in case I had some sort of de-buff, or something. Same result.

Anyone know what's going on?
