I'm on the mission looking for a clue.
My current objective is to take the elevator up to meet the mayor, but when I call the elevator it's says the elevator has already arrived. I see the elevator in its up position. I suppose I can wait to crack the lock for the mission myself, but will not ever getting to the mayors office be a game breaker?

There's two elevators up to the mayors office, One outside of diamond city next to the entrance by the guard and the open air one inside. Try taking the one outside and see if you can get up that way and then activate the inside one from the mayors office.
